Workflow of Enhanced Supplementary Labor

Submit application materials to the Labour Department

Prepare and submit appropriate application forms on behalf of the Supplementary Labour Division (SLD) of the Labour Department.

Approval and received final results

We track the LD’s review, including Labour Advisory Board input, and inform you of the approval-in-principle or rejection. If needed, we assist with reconsideration requests within three months.

Apply for stay endorsement for workers at Mainland Immigration Department

For Mainland workers, we coordinate with approved labour service enterprises (listed here) to secure Exit-Entry Permits for Hong Kong and Macao, ensuring compliance with forms.

Local Recruitment

Facilitate LD’s job matching by arranging interviews for referred local candidates. Submit recruitment results, detailing reasons for not hiring locals. Non-compliance may lead to application rejection or a one-year ESLS participation ban.

Work Visa Procedure

We prepare visa/entry permit applications for approved workers, including forms, Standard Employment Contracts, and supporting documents, submitting them to the Immigration Department within six months via GovHK or post.

We confirm worker details, report arrivals to the LD, and arrange for workers to attend a mandatory employment rights briefing within eight weeks of arrival to ensure they understand their rights.
